Mehdi HYSENI, PhD: Political Manifesto to President Donald Trump
I have the special honour and privilege to appeal in this way to the Honourable President of the United States, Donald Trump in order to review all friendship relations between Washington and Tirana (1990-2025) because all Albanian Courts are being closed for 27 years (1998-April 2025) on the trial of the heroes of Kosovo who were killed within Albania’s territory in May 1998, Colonel Ahmet Krasniqi in Tirana (September 21) and General Major Ilir Konushevci with his comrade Dr. Hazir Mala (May 9) .
It’s right time that President Donald Trump, to Open all Courts, in Albania because Albanian government has been closed those for 27 years ago in favour to hide three (3) murder cases of Kosovo Liberation Army (KLA): Ilir (H) Konushevci (General Major), Dr. Hazir Malaj and Ahmet Krasniqi (Colonel) in Albania (1998).
HEROES OF KOSOVO [POSTMORTEM-27 YEARS) ARE SEEKING JUSTICE FROM THE GOVERNMENT OF ALBANIA, but there’s no justice to them yet!
Please my dear President Donald Trump try to make Justice, Peace, Security and Democracy in Albania, simply, since the political dictatorship of Prime Minister Edi Rama's government has allowed it to politicize and compromise the legal and constitutional system of the Republic of Albania.
This Albanian political dictatorship headed by antidemocrats Prime Minister Edi Rama, by President Bajram Begaj and Elisa Spiropali current Speaker of the Parliament of Albania have not allowed any person or any private or public organization to seek legal judgment for all the heroes of Kosovo, Ilir Konushevci (Major General), DR. Hazir Malaj and Colonel Ahmet Krasniqi who were killed by Albanian terrorists in Albania in May and September of 1998. This means that 27 years will be celebrated on May 9, 2025.
They have forced everyone to unanimously remain silent according to the anti-democratic method so called CONSENSUS, which means no voice against the 27 year old illegal and unconstitutional scandal of not organizing and not holding any trial for the murder of three heroes of Kosovo, namely the KLA: General Major Ilir Konushevci, Dr. Hazir Malaj and Colonel Ahmet Krasniqi.
It has negatively affected not only the justice system and judicial institutions, which have abandoned their legal judgment both according to the Constitution in force and according to international humanitarian law, BUT they have also politicized and discriminated against all segments of civil society, such as institutions and non-governmental organizations, which deal with the protection and respect of fundamental rights and freedoms, since none of them have had the courage, officially or privately, to demand the implementation of the law, justice and the Constitution against the three (3) heroes of Kosovo, Ilir Konushevci, Dr. Hazir Malaj and Ahmet Krasniqi.
Albania should condemn its terrorism. Otherwise, it should not allow it to join the European Union. No excuse for terrorism!
INTRODUCTION
At the beginning I should confess that the aim of this book in no way pretends to play the role of any layer or judge, but is simply a rational, ethical, , humane, national, legal, democratic and patriotic intellectual academic Albanian appeal, addressed to the conscience of the holders of justice and of the policy of the government of Albania, such are President of Albania, Bajram Begaj, Prime Minister Edi Rama and so on to start the legal procedure for the investigation and bringing before the law the assassins of the murder of the KLA’s Major General Ilir Konushefci and Dr. Hazir Malaj (9 May 1998), as well as of Colonel Ahmet Krasniqi in Albania, on 21 September 1998. Although Ahmeti is not the subject of this book's examination, the murder of this hero of Kosovo must be clarified, just like the murder of the heroes Ilir (Halit) Konushefci and Dr. Hazir (Avdyl) Malaj, who were killed by the enemy in treachery in the territory of the Republic of Albania.
Since 27 years (1998-2025) have passed the political murder of these heroes, now is the time for the relevant justice institutions of Tirana to start the judicial process to bring to light the truth, who and why killed Ilir KLA, i.e. Kosovo’s heroes Konushefci, Dr. Hazir Malaj and Ahmet Krasniqi within the territory of Albania.
Otherwise, Albania's justice system will remain indebted to the heroes and their families, history, national justice, as well as international humanitarian law according to which the protection and respect of human rights and freedoms constitute an obligation and responsibility for every member state of the United Nations Organization. This means that the violation and denial of human rights and freedoms are not only an internal matter of a state, but also of international law and the positive international legal order, therefore, Albania cannot avoid a responsibility such international, not condemning the killers of the three heroes of Kosovo, Ilir Konushefci (Major General), Dr. Hazir Malaj (doctor) and Ahmet Krasniqi (Colonel), killed in two different ambushes (in Tropoja and in Tirana) in May and September of 1998.
In order to remind the Albanian democratic state, that the killing of these heroes of Kosovo must be clarified by the institutions and bodies of justice, I wrote this "telegraphic" request with the title "Justice for the heroes of Kosovo, Major General Ilir Konushefci and Dr. Hazir Malaj", which I sent through the electronic address (email) and Facebook to several political leaders of Albania and Kosovo, but none of them returned at least one answer, either yes or no! - "The reason" should be known only by those who, with their silence in the face of these political terrorist murders, proved that in Albania and Kosovo the system of the rule of law and democracy does not work properly (there are defects), when it is about the protection and respect of basic human rights and freedoms.
This book with historical-political and national themes mainly has a journalistic character, which talks about the life and work of Ilir Konushefci, from a young age as a pupil, student, participant in demonstrations, activist and brave distinguished in illegal actions with like-minded and with his co-idealists in the framework of the first KLA cells in the area of Llapi and Prishtina, as well as in the organization and coordination of political and military activity on the ground, from Llapi, Drenica, Dukagjini to Tropoja, in Kuks , in Tirana and in Golem of Kavaja (1992-1998), where together with his brave comrades he collected weapons for the just national liberation war of the KLA against aggressive and genocidal Serbia.
Moreover, this book alongside the memorial testimonies of the immediate family and comrades-in-arms of Ilir, also includes some essays by other academic authors, publicists and well-known analysts, which constitute the entirety of a common human, humane, national, international APPEAL and patriot, addressed to the sleepy civic and social political and legal conscience, to raise its voice for justice, because we owe this to all the martyrs and heroes, who brought freedom to Kosovo, which we are enjoying today (2000-2025). This is the indispensable duty of every Albanian citizen, whether in the spaces within Ethnic Albania, or outside it in the entire Albanian diaspora in the world. We, as humanists, pedagogues, writers and academics, have the right and duty to be among the first to raise our voice for the defense of justice and truth. At least, the postmortem for the heroes and martyrs-the values of the KLA war, which after 100 years of captivity under the brutal colonial and genocidal rule of Serbia, brought the light of the sun-freedom and independence to Kosovo of Ethnic Albania.
Lastly, clarification and protection of the truth is the PRIMARY MISSION and PRINCIPLE of HUMANISM and SCIENCE. Therefore, any deviation from this PRINCIPLE disfigures the values of HUMANISM, JUSTICE and SCIENCE.
The content of this monography does not in any way prejudge the "indictment" against anyone, because its authors are not investigating judges, nor prosecutors, nor anyone's lawyers, but this is a COMMON APPEAL - THE EXPLORATION OF THE MURDER OF THE THREE HERO MARTYRS OF KOSOVO , ILIR (HALIT) KONUSHEFCI, Dr. HAZIR (AVDYL) MALAJ AND AHMET (HAJRIZ) KRASNIQI, killed inside the territory of Albania, in 1998. So, apart from the reflection of the events and the insurrectionary actions, which are related to the name and the military, national and patriotic work of Ilir Konushefci for the liberation and freedom of Kosovo, the essential message of this book is the demand for the disclosure of the murder of Ilir and Hazir, directed to the competent governmental authorities of Kosovo and Albania, that as soon as possible, they start the judicial procedure for the solution of this very sensitive and very painful and tragic case of more than 27 years (1998-2025).
Seen from the perspective of humanity and justice in a democratic parliamentary society, this is the right of every human-citizen to ask the institutions of justice and governmental authorities of Albania and Kosovo, as well as international ones, to respect and protect basic human rights and freedoms according to the law, the constitution and international conventions on human rights and freedoms adopted by the United Nations (Assembly and Security Council).
Therefore, we consider that our APPEAL through the lines of this monography for clarifying the "enigma" of the murder of Ilir, Hazir and Ahmet, is reasonable and in accordance with internal national and international legal instruments such as: resolutions , conventions, declarations, protocols and agreements for the protection of human rights and fundamental freedoms, whether individual or collective, approved by the United Nations, as well as sanctioned in the principles, norms and rules of public international law and international humanitarian law.
So, we consider that the time has come (given that 27 years have passed, the murder of these three heroes has not yet been legally resolved), that the relevant justice institutions of Tirana and Pristina, start the judicial process to bring to light the the truth about who killed Ilir Konushefci, Doctor Hazir Malaj and colonel Ahmet Krasniqi within the territory of Albania. Otherwise, both Albania and Kosovo will remain indebted to the heroes and their families, history, national justice and humanity as a universal international value.
This is what the contributors of this monography, among the first members of the families of these heroes of Kosovo, as well as fellow soldiers, co-commanders, intellectual academic voices, publicists and some of the political leaders, demand that the institutions of the justice system in Kosovo and Albania, to say their final legal word about the clarification of the terrorist crimes that took the lives of the KLA fighters (1998), because now 27 years have passed, and the families of the martyrs and the killed heroes still live in anxiety and worry , waiting for the verdict of the legal punishment of the murderers and the organizers, who barbarically took the lives of their sons and of Kosovo, Ilir Konushefci, Dr. Hazir Malaj and Ahmet Krasniqi.
The 27-year-old silence, indifference and muttering of the political murder of these three heroes of the Albanian nation, in the juridical-legal sense, in the moral, human and national sense, is unstable and unjustifiable, regardless of the articles published over two decades in the mass media various local and international cases, where dubious names of some former political leaders have been mentioned, but, until today, none of them has been the object of investigation and judgment by the relevant legal-legal institutions of justice of the Republic of Albania, nor of the Republic of Kosovo and the Hague Tribunal (established by the UN in 1993) for war crimes in the areas of the former Socialist Federative Republic of Yugoslavia (1990-1999).
This monography is being publishing in the 27th anniversary of the death of Colonel Ilir Konushefci (post mortem: General Major and Hero of Kosovo) and Dr. Hazir Malajt from Tropoja of Albania who together have passed mountains, fields, rivers, fields, villages, cities and ambushes of the enemy, collecting and transporting weapons and military arsenal to help the liberating and anti-colonial war of the KLA to liberate Albanian Kosovo from aggressive and colonial Serbia (1989-1999) headed by Slobodan Milosevic “who was indicted in May 1999, during the Kosovo War, by the UN's International Criminal Tribunal for the Former Yugoslavia (ICTY) for crimes against humanity in Kosovo…The ICTY indictment reads that Milošević was responsible for the forced deportation of 1000,000 ethnic Albanians from Kosovo, and the murder of hundreds of Kosovo Albanians and hundreds of non-Serbs in Croatia and Bosnia.”[1]
Regardless of the motives, interests, and who is behind the murder of these three heroes of Kosovo, and Albania who as an independent, democratic state, a member of NATO and pretender to be integrated into the EU, has the duty to to investigate and discover these cases. Otherwise, as we emphasized above, it would be a debt, not only to the victims and their families, but also to the history and national justice of Albania, as well as justice and international democratic humanitarian values, where human rights and freedoms constitute the postulate and principles main international law and positive international legal order.
So, Albania, as a member of the UN, OSCE and NATO, had no moral, legal or international right to silence and "freeze" them, not anymore less than two decades (1998-2027) the cases of political assassination of Ilir Konushefci, Dr. Hazir Mala and Colonel Ahmet Krasniqi, because Albania flagrantly violated the Constitution in force (1998) and all declarations, agreements, protocols and conventions international of the protection of human rights and freedoms.
The indifference, neutrality and non-reaction of the institutions and relevant bodies of justice to these concrete cases, as well as the 27-year delay in not bringing them to light, undoubtedly damages the image of Albania both in the internal and international sense, putting in question the respect and protection of the basic universal values of humanity and the democratic system of the country and the positive international legal order.
Therefore, in order not to remain under such a mortgage of suspicion, the Albanian state is legally obliged, as soon as possible, to start the investigative procedure for the criminal prosecution of all those criminals who were involved in the murder of these three heroes of Kosovo. Otherwise, if the Albanian state continues to hide these crimes of political terrorist attacks, then, even in this century, the lives of innocent people will be endangered, as well as freedom, justice, order, individual and collective security, peace will be victimized. , union and democratic values in Albania.
So, until the justice of Albania and of Kosovo do not say their legal verdict for the murder of the heroes Ilir Konushefci, Hazir Malaj and Ahmet Krasniqi, all affirmative statements, comments and analyzes of fellow fighters, of their co-idealists, in the context of legal evidence, will remain only as evidence of time with a hypothetical character; as a humane and pushing request for further legal re-investigation, and as a serious effort to illuminate the truth on the part of the authorized institutions and bodies of the justice system of the Republic of Albania and the Republic of Kosovo.

However, if, even in these cases, the justice of Kosovo and Albania fails, not bringing before the law the murderers of the heroes: Ilir Konushefci, Ahmet Krasniqi and the doctor Hazir Malaj, then there is a danger that the "tradition" of century-old blackness of the strategy of killing Albanian patriots, the assassins and their political "mentors" or "thugs" never being discovered, as in the former cases of political murders of patriotic Albanian heroes in different periods of the history of Ethnic Albania, such as we emphasized above (1912-2025).
Such a more than century-long failure (1912-2025) of the Albanian justice system in punishing political terrorism and its perpetrators, by not penalizing them legally, created suitable conditions and circumstances for this intra-Albanian tragedy and cholera to "survive" ” even in the late 20th century. This nationwide disaster cannot be justified by injustice and irresponsibility, whether individual or collective, perhaps we all have a duty to fight cohesively for the protection and preservation of the sublime values of humanity (such as basic human rights and freedoms ), as well as the vital Albanian national patriotic values, always based on the historical right and the right of self-determination as primary guarantors in the realization of the right of decolonization as vital factors for the reunification of the autochthonous Albanian nation and Ethnic Albania (only within its natural borders) in the Balkans .
AFTERWORD
The author of this monography has not asked academics and Albanian statesmen to provide any social or financial assistance for the publication of this monographic book, or to provide any court verdict for the murderous criminals of KLA members, Ilir Konushefci, Hazir Malaj and Ahmet Krasniqi, but only to express their opinions as free Albanian citizens and intellectuals, why for 27 years the justice of Tirana and Pristina has not spoken, and whether, should, and when these cases should be disclosed by institutions and justice bodies of Albania and Kosovo? This is the quintessence of the message of this book.

Since Ilir Konushefci, Hazir Malaj and Ahmet Krasniqi were not victims of different criminal groups of the underground mafia, but KLA fighters for the freedom of Kosovo, then the Albanian state (even today, and tomorrow until these cases are clarified) has for the legal, constitutional, national and international duty, to bring the criminals to justice, and give them the deserved verdict according to the law.
Therefore, not only the holders of power, not only the law and justice of the Albanian state, but also us, as members of the Albanian society (lecturers, professors, writers, poets and academics - the entire Albanian intelligentsia) have a moral, humane and national duty, to raise our voice against the 27-year injustice done to the KLA martyrs, Ilir Konushefci, Hazir Malaj and Ahmet Krasniqi. This injustice must touch the conscience of every Albanian, "who is a son of the Albanian" as Ismail Qemali-Father of the Provisional Government of the First State of Ethnic Albania said (November 28, 1912), because without Justice there is no freedom and no future for the Albanian nation and Ethnic Albania.
Thus, as we have underlined with special emphasis in the INTRODUCTION of this book, we are repeating again, that this humane and rational request of ours does not prejudice in any way and does not raise a finger against anyone for denunciation, because this is a matter and exclusive competence of the justice system, either national or international.
The President of Kosovo, Vjosa Osmani: "Freedom without justice has no meaning"!
Therefore, not only Albania and Kosovo, but no state in the world can prove that it is a state of law and, moreover, can boast of the implementation and promotion of values and reforms for the protection of human rights and freedoms, as and Western European democratic values, trying to convince its citizens that they supposedly enjoy full freedom, security, justice, protection and safe movement, if it frowns and does not condemn the crimes of terror and terrorism, whether individual or groups.
Both at the beginning and at the end of this book, the repetition of the inevitable question is imposed, why for 27 years (1998-2023) Albania has not revealed the political terrorist attacks, committed against the heroes of Kosovo, Ilir Konushefci, Hazir Malaj and Ahmet Krasniqi?
This monography is not only a history of the memories and impressions of the family members, comrades-in-arms, co-idealists and collaborators of Ilir Konushefci, but, at the same time, it is also a humane, national and common patriotic Appeal, which calls the consciousness for justice, for solidarity and for equality, because we all owe it to the martyrs and heroes, who brought freedom to Kosovo, which we are enjoying, while they, in peace, are being discriminated against by today's 27-year-old injustice, given that there is still no court verdict for them by the relevant institutions of Albania and Kosovo (1998-2025). This silence of 25 years without any trial for killers of the Kosovo's heroes Ilir Konushevci, Dr. Hazir Malaj and Ahmet Krasniqi is unacceptable both for national and international humanitarian law.
Hence, the statesmen and political leaders of Albania and Kosovo bear moral and legal responsibility in face the people and the international community, If they do not bring to justice the assassins, organizers and those who ordered the murder of the heroes Ilir Konushefci, Hazir Malaj and Ahmet Krasniqi, because impunity of the "terror system" is not only an internal issue of any state, but also constitutes an international criminal offense.
This infamous phenomenon of the "terror system", which deprives innocent people of their right to life within a certain country, is condemned and sanctioned by the resolutions, conventions, declarations and protocols of the United Nations, which constitute the foundation of international humanitarian law (1946-2025).
Kosovo –KLA heroes murdered by Albanian terrorists in Albania on 1998, post mortem with their families are demanding the trial of their assassins
So, the time has come to wake up from the 27-year "winter sleep of the bear" and demand justice for the martyrs and heroes of Kosovo (Ilir Konushefci, Hazir Malaj and Ahmet Krasniqi - victims of political terrorism, killed within the territory of Albania, on May 9 and September 21, 1998, that is, for 27 years), who, even from the grave, are calling for justice, but the living have stuck their heads in the hall like ostriches, not asking the mind and conscience of them, that in freedom and in peace, they seek a little light and a little justice for disclosing their tragic fate from the bullets of Albanian-speaking betrayal and disloyalty according to the orders of the internal political and smugglers mafia.
Without the disclosure of these political assassinations, the European Union (EU) may be distant for Albania and Kosovo.
Indeed, if Albania is a democratic and law-abiding state and if it wants to speed up the legal procedure for its membership in the European Union (EU), then, apart from the other criteria and standards, which it must fulfill in order to be integrated into its bosom, it definitely has the duty, as soon as possible, to open the files of terrorist crimes committed against the heroes of Kosovo, Ilir Konushefci, Hazir Malaj and Ahmet Krasniqi (1998), in order to testify in eyes of Europe, in eyes of America and in eyes of the entire democratic world, that the democratic system and the rule of law also rule in Albania.
Likewise, the non-whitewashing of these barbaric terrorist acts will endanger the order and security of Albania and Kosovo, because the tolerance and amnesty of any terrorist criminal act, whether with political, religious, economic, commercial motives of a mafia character... etc., is not there is no doubt that it will leave open the possibility of committing another crime, whether individual or state. This is the greatest danger that threatens not only Albanians, but and the other Balkan people.
Otherwise, if it does not continue to legally punish terror and political terrorism, giving a clear verdict on these three prominent murders, Albania's and Kosovo’s chances of being integrated into the EU will be a big question mark!
Therefore, in order to close this centuries-old black chapter for Albanians and for Ethnic Albania (1920-2025), justice, reconciliation, union, vigilance, readiness, mobilization and general action of all factors of Albanian society in the Balkans are needed to act as a common mechanism for the eradication of this age-old anger of the murder for narrow personal, group, ideological, political, party, provincialist and power struggle interests.
To achieve such a strategic objective on a national, state and regional level, in protecting vital values, such as above all, and first of all, human values, not party ideology, not power, not wealth, but humanity, solidarity, equality, justice, order, freedom, sovereignty, security, peace and general well-being. All these essential values must be in function of protecting the rights of all citizens, without any distinction and without any discrimination according to the United Nation Universal Declaration of Human Rights and Freedoms, adopted by “ the United Nations General Assembly in Paris on 10 December 1948 (General Assembly resolution 217 A) as a common standard of achievements for all peoples and all nations.“[1]
In order for such a cooperation strategy for the protection of the basic rights and freedoms of the individual and those of the collective to have a meaningful and useful effect, first of all it is necessary to put into concrete action the authentic all-Albanian academic elite both inside and outside Ethnic Albania (not forgetting the progressive, humanistic, national and patriotic diaspora), which is rightly considered the "brain and heart" of the nation and the state, not to be silent and capitulate to any anti-human and anti-national policy (whether individual or collective), as well as, before any dictates, ultimatums and injustice, as he remained silent and capitulated, no less than 27 years (1998-2025), not saying a word, not taking any democratic and peaceful civil protest and, making no appeal and no request for the bankruptcy of Albanian justice in the case of the non-clearance and non-punishment of the murderous terrorist crimes against the martyrs of Kosovo, Major General Ilir Konushefci, Dr. Hazir Malaj and Colonel Ahmet Krasniqi.
According to the universal values of the international law, The United Nations Charter as well as the International New Judicial Order...etc., not only Albania, but all the United Nations countries members (193) should punish all forms of the terrorism be internal in or abroad. Otherwise, could have consequences in their further cooperation and development within the contemporary international states system.
